Dr. Prasert Sinsukprasert is currently the Deputy Permanent Secretary Ministry of Energy. He has gained extensive experience and a variety of knowledge in energy development and management, both internationally and domestically. In the international front, he has been actively representing Thailand in APEC, ASEAN, and GMS Energy Cooperation as well as several international bilateral cooperation on energy. For the subject of energy connectivity and market integration, he has been involved in many energy interconnection schemes namely Tran-ASEAN Gas pipelines, ASEAN Power Grid, GMS Regional Power Cooperation Center. Additionally, he is a Vice- Chairman in the Bureau of Global Energy Efficiency 21 Expert Group and a Programmed Committee member in World Energy Council. Dr. Prasert is a key person in developing many initiatives to promote energy efficiency and renewable energy in Thailand. For example, he has managed and developed several projects under the ESCO Fund & Venture Capital program, providing investment for energy efficiency and renewable energy projects, equity financing, equipment leasing, carbon credit trading, credit guarantee facilities, and technical assistance. He has also been involved in the development and management of the Energy Conservation Promotion Fund and initiated the Revolving Fund for Energy Conservation, a financing program providing low- interest loans for energy efficiency and conservation investments which has leveraged over 500 million USD of EE and RE investment in Thailand.

Prior to joining the Ministry of Energy, Dr. Prasert worked as energy researcher and consultant in the Asia Technical Department at the World Bank, Washington DC, USA and co-produced two publications on Energy Pricing Policies and Energy Profiles in Asian countries.

Dr. Prasert holds a Bachelor Degree in Electrical Engineering from Chulalongkorn University, Master Degree in Energy Conversion from George Washington University in Washington DC, and both Master and Doctoral Degrees in Energy Management and Policy from the University of Pennsylvania in Philadelphia, USA. He is also a guest lecturer and speaker at leading universities, academic institution, seminars and events, at both domestic and international levels.

Sama Bilbao y León became the Director General of the World Nuclear Association in October 2020.

Previously, and since June 2018, she was Head of the Division of Nuclear Technology Development and Economics at the OECD Nuclear Energy Agency. In her role at the NEA, she led a team of analysts responsible for providing Member Countries with authoritative studies in the intersection of technology, innovation and economics in support of their energy policy decision-making. Since January 2020, she was also Head of the Technical Secretariat for the Generation IV International Forum (GIF).

From 2011, she was the Director of Nuclear Engineering Programs and Associate Professor at the Department of Mechanical and Nuclear Engineering at Virginia Commonwealth University (VCU). She was one of the key individuals involved in the creation and development of this thriving new Nuclear Engineering program. Sama was responsible for the academic and research aspects of the new VCU nuclear engineering program, including student and faculty recruitment, curriculum development, accreditation, funding, research collaborations, industrial partnerships, marketing, outreach, etc. She also taught undergraduate and graduate courses in areas such as thermal-hydraulics, heat transfer, multi-phase flow, nuclear reactor design, energy and environmental policy, economics of electricity production, etc. At VCU, she led an active research group including post-doctoral research associates, PhD, MS and undergraduate students, and was the principal investigator in several research and development, as well as educational grants, totalling about $4M.

At her departure from VCU in May 2018, Sama was also a member of the Institute of Nuclear Power Operations (INPO) National Accreditation Board, and the Chairman of the Board of the Virginia Nuclear Energy Consortium (VNEC).

From 2008, Sama was the Technical Head of the International Atomic Energy Agency (IAEA) Water Cooled Reactors Technology Development Unit and she was responsible for IAEA activities in support of the development and near term deployment of advanced water cooled reactors and their associated fuels.

From February 2001 until March 2008, Sama was a Nuclear Safety Analysis Engineer at Dominion Energy, where she worked on the development and licensing of new methodologies in core thermal- hydraulics and nuclear safety analysis in support of Dominion’s nuclear power stations.

Sama is one of the seven founders of the North American Young Generation in Nuclear (NA-YGN), and served as Public Information Chair since its creation in 1999 until May 2005. Sama is also an active member of the American Nuclear Society (ANS) since 1995, both nationally and locally (VCU student section and Virginia local section). Her dedication to spreading the good news about nuclear earned her the ANS 2002 Public Communications Award. In 2007 she received the NA-YGN Founder Award, the highest award given to an NA-YGN member, which rewards leadership, vision and dedication. In 2007, and again in 2010, Sama was elected to the national Board of Directors of the American Nuclear Society. In 2011, she received the ANS Mary Jane Oestmann Women’s Achievement Award. In 2014 she received an ANS Presidential Citation for her continuous dedication to ANS. In 2018 she was presented with the W. Reed Johnson Award for Extraordinary Contributions to the Virginia Section of the ANS. Sama is also a member of SNE, ASME, ASEE, SWE and WiN.

Sama, who is originally from Spain, holds a bachelor’s degree in Mechanical Engineering and a master’s degree in Energy Technologies from the Polytechnic University of Madrid; a master's degree and a PhD in Nuclear Engineering and Engineering Physics from the University of Wisconsin – Madison; and an MBA from Averett University.

Dr. Nuki Agya Utama is appointed as the Executive Director of the ASEAN Centre for Energy (ACE) and reporting directly to the Governing Council consisting of Leaders of the Senior Offices on Energy from the ASEAN member states.

Nuki Agya Utama has academic and research background as post-doctorate in Graduate School Energy Science Kyoto University for energy scenario planning in South East Asia. He’s holding a PhD, with research on Life Cycle Energy Analysis from Joint Graduate School of Energy and Environment, the University of Technology King Mongkut (KMUTT), Thailand.

Prior assuming his position in ACE, he had worked at Baryon HP as Director and as senior energy consultant for NIKE Inc. He used to work as consultant in UNDP and UNEP working for energy and environment related issues. He had started his international career with ENVIMA a German-Thai consulting firm working on renewable energy, energy efficiency and environmental consulting. He had also been served as the Head of Environmental Engineering department at Surya University, Indonesia and as senior lecturer in Swiss German University, Indonesia.

Mr Liu is leading the energy team in ESCAP to promote regional energy cooperation with focus on implementation of the Sustainable Development Goal 7 in achieving the 2030 Agenda for Sustainable Development and the Paris Agreement. Michael works on regional cooperation for sustainable energy across ESCAP’s 53 member countries, spanning intergovernmental dialogue, technical assistance and research. Prior to this, Michael was the acting Director of ESCAP’s Subregional Office for South and South West Asia overseeing 10 countries of South and South West Asia. He was previously Chief of Staff and Senior Adviser to the Executive Secretary of ESCAP. He began his UN career in 2013 as the Head of the Asian and Pacific Centre for Transfer of Technology, ESCAP’s regional institution based in India.

Michael’s experience over the last 20 years covers the private sector, government and international organisations with a focus on sustainable development, energy, technology and climate change. He worked for Australian governments at state and federal level in climate change, sustainability and energy policyand in humanitarian assignments with the International Committee of the Red Cross.

Sopitsuda (Sophie) Tongsopit is a Renewable Energy Consultant for USAID Clean Power Asia and a Policy and Data Specialist at the Office of Sustainability, State of California’s Department of General Services (DGS). Through USAID Clean Power Asia, her research on distributed solar PV economics has supported governments’ decisions in Thailand, the Philippines, and Vietnam. At DGS Office of Sustainability, she provides policy, legal, and economic analyses to inform the planning and implementation of sustainability initiatives, currently focusing on third-party financed solar PV plus energy storage projects at State facilities. She earned a B.A. in Chemistry and Environmental Studies from Dartmouth College and Ph.D. in Environmental Studies from the University of California, Santa Cruz.

Dr. Sumittra Charojrochkul is a principal researcher and director of Materials for Energy Research Group at MTEC/ENTEC, under National Science and Technology Development Agency. She received her B.Eng. and PhD from Imperial College of Science, Technology and Medicine, London. Her research interest is on hydrogen production, solid oxide fuel cells, production and evaluation of catalyst and adsorbent, and related electrochemistry characterisation. She has published more than 180 peer-reviewed journal-proceedings articles and book chapters and over 22 Intellectual Properties under pending and filing (patents, petit patent and trade secrets). She is now working on several projects, e.g. development of catalyst for conventional fuel and development of biomass for use in electrochemical storage and hydrogen production technologies. She received a bronze medal from the 35th International Exhibition of Inventions, New Techniques and Products of Geneva, Switzerland in 2007.

Dr. Pisut Painmanakul research interests are in Aeration process, oily wastewater treatment, absorption and desorption processes and Physico-chemical processes in water and wastewater system. Currently Dr. Pisut Painmanakul works on the topic of aeration tube development, oil treatment and recovery from wastewater, turbidity removal by air-lift and aerated sand filter and VOCs absorption in bubble column. His academic services include the training course on water, wastewater and air pollution treatment technologies and environmental treatment management and design projects. Dr. Pisut Painmanakul received a Ph.D. in Environmental Engineering and a Master of Science in Environmental Engineering from INSA Toulouse France.

Dr. Supawan Saelim is currently a Renewable Energy Senior Policy Specialist for the USAID Clean Power Asia program, which encourages power sector investments in environmentally-friendly, grid-connected renewable energy sources. Dr. Supawan has focused primarily on activities to provide technical assistance to Lao PDR, Thailand, Vietnam, and the Philippines related to renewable energy auctions and the impact of distributed PV policies on key stakeholders.

Prior to joining USAID Clean Power Asia, she gained research experience with international organizations on energy and climate mitigation policies, and has several years’ experience at PwC Thailand assisting the public and private sector on feasibility studies, valuation, and high-level market analysis. Dr. Supawan holds a Ph.D. in Economics from the National Institute of Development Administration, Thailand and a M.Sc. in Project Analysis, Finance and Investment from the University of York, United Kingdom.

Currently, Mark leads the development of a hydrogen vision and strategy for New Zealand.  Mark has worked for the New Zealand government since late 2006, where he has taken part in a number of policy developments, including three reviews of the New Zealand electricity market in 2006 and 2010 and the recent 2018/19 electricity price review.  

Mark is New Zealand’s delegate to the International Energy Agency Governing Board. In 2013 Mark was the energy expert on the OECD panel for the Environmental Review of Iceland, and was a member of the IEA energy policy review team for Australia in 2016 and Japan in 2019.

Mark holds post graduate degrees in Psychology, Operations Research and Finance.  Mark has three daughters and holds a 2nd dan black belt in Hapkido, a Korean Martial art.

He has originated and delivered dozens of consulting assignment in the region.

Jack previous developed and led the Gas, Power and Renewable Energy and New Energy consulting practices at AWR Lloyd where he provided strategic consulting and financial advisory services to Asian and international firms in fields ranging from natural gas to conventional power, renewable energy and energy storage. This included major strategy development, identification of new opportunities, investment analysis and recommendations and support for two power sector IPOs. Earlier in his career Jack worked for several large investment banks including PhatraSecurities/Merrill Lynch and UBS where he covered energy and transportation sectors and served as the Head of Thai Equity Research.

Jack is also a Co-chair of Grid Asia Bangkok, a regional networking and knowledge platform for energy sector participants. He has a masters degree from Johns Hopkins University School of Advanced international Studies (SAIS) in Energy and International Finance. He is a Permanent Resident of Thailand and can speak and read Thai.

He is also the coordinator for all market development and project development activities in these three countries.

Tim founded Energy Strat Asia in 2019 to support specialist energy services and technology companies innovate, develop and grow in Asia. Having spent over two decades in KPMG, joining in the United Kingdom 22 years ago he transferred to the Singapore office in November 2012 establishing the KPMG Global Energy Institute for Asia Pacific. He leads relationships with large energy companies interfacing with government, regulators, academia and financial players. 

From 2000-2009 he was Global Executive Director of KPMG’s Energy & Natural Resources practice under a rapid growth; based in London and Bahrain.

He has engagement experience in strategy, risk, deal advisory and management consulting. 

In his roles with KPMG he coordinated relationships with leading industry bodies such as the World Petroleum Council and KPMG’s patron’s program with the World Energy Council and led KPMG’s participation at their Congresses. 

He is a regular participant at the Singapore Energy Summit at the Singapore International Energy Week hosting the regulatory session in 2020 and moderated the opening panel at the Gas Asia Summit in Singapore and the ASEAN dialogue series with the International Energy Agency’s Executive Director. Mr Chatchai works for Electricity Generating Authority of Thailand (EGAT) which is known as Thailand’s leading state-owned power utility. experience developing various kinds of power plants such as gas turbine, combined cycle and thermal power plants. Later he has entered into the fields of Hydro and Renewable Energy. He is now responsible for the new challenging “Hydro-Floating Solar Hybrid” with 16 projects across the country in total of 2,725 MW. Dr. Thana Slanvetpan currently serves as a Vice President for PTTEP and seconded to PTTEP’s spin-off technology company “AI & Robotics Ventures” as a General Manager (GM). His focus is on AI & Robotics to leverage cutting-edge AI & Robotics technology to create smart and intelligent solutions to business challenges.

Since joining PTTEP in 2005, Thana has held several technical and managerial positions and worked on a number of projects & assignments. These include positions in the fields of project management, engineering & construction, new ventures, technology development, and maintenance & inspection. He also led the development of company-wide Engineering Specification (PEGS), Project Realization Process (PREP), and Technology Development Process (TDP), all serves as guiding governance for PTTEP engineering design, capital project management, and technology projects, respectively.

Thana earned his BSc in Chemical Engineering from Chulalongkorn University. He also holds MSc and Ph.D. in the same field from New Jersey Institute of Technology. His Ph.D dessertation was an application of artificial neural networks for advanced process control of a combussion system.

Dr. Visarn Lilavivat is a researcher at the National Energy Technology Center (ENTEC). He is working in the Energy Innovation Research Group. His current research is in the area of the Hydrogen fuel cell, Hydrogen production, and energy storage (battery).

Dr. Visarn Lilavivat got the Royal Thai Scholarship award to study a doctoral degree. He received his Ph.D. degree in chemical engineering from the University of South Carolina. He also did Postdoctoral at the Department of Chemical Engineering, University of South Carolina. His interest focused on the Proton Exchange Membrane (PEM) Fuel Cell system. His work is involved in the design and operation of the PEM fuel cell.

Dr. Visarn Lilavivat has experience in design engineering. He has worked in R&D for theautomotive industry. He has a Bachelor’s Degree in Mechanical Engineering major inAutomotive from Chulalongkorn University.

As occupying the position of Assistant Director, Generation and Transmission System Planning Division, Mr Nimit has been in charge of the power system study and analysis including. His responsibilities also include long-term transmission system investment planning, the domestic power system expansion as well as the power purchase from the domestic Independent Power Producers and neighboring countries. Additionally, he has taken the position in Thailand Load Forecast Committee which has played the significant role in providing the guideline to the country’s power development plan.

Venkatachalam Anbumozhi is a Senior Energy Economist at the Economic Research Institute for ASEAN and East Asia (ERIA), Indonesia.  His previous positions include Senior Capacity Building Specialist at Asian Development Bank Institute, Assistant Professor at the University of Tokyo, Senior Policy Researcher at the Institute for Global Environmental Strategies and Assistant Manager in Pacific Consultants International, Tokyo. He has published several books, authored numerous research articles and produced many project reports on energy policies, energy infrastructure design, and private sector participation in Green Growth. Anbumozhi was invited as a member of the APEC Expert Panel on Green Climate Finance and the ASEAN Panel for promoting climate-resilient growth. He has taught Resource management, International cooperation and Development Finance at the University of Tokyo and has speaking engagements at some of the leading international organizations.
